      7. Procedures for Area Voice Networks

Voice nets shall be opened with a standard preamble as described below.   The NECOS shall call first for stations with traffic in order to expedite handling of the traffic. Stations shall report the number and precedence of any traffic.  During the initial "check in" full call signs shall be used. After the establishment of the net, abbreviated call signs may be allowed if authorized by the NECOS.

 

“ALL STATIONS THIS NET, THIS IS NNN0___, NET CONTROL FOR _X_B. THIS IS A DIRECTED NET. STATIONS WITH TRAFFIC. OVER”. 

 

Substitute the correct net designator as required. This is the call up procedure for State nets. Unless band conditions are difficult, it is only necessary to say the 'all stations this net' once. This is the first call issued to open a net.

 

Stations respond with:

“NNN0___, THIS IS NNN0___,  _ ROUTINE (PRIORITY) FOR NNN0___, OVER.”

If traffic is to be transmitted by any mode other than voice the mode shall be indicated.

 

NECOS acknowledges with:

If stations have listed traffic:

 

“NNN0___ THIS IS NNN0___, ROGER OUT.”

 

If no stations are heard:

“THIS IS NNN0___, NO STATIONS WITH TRAFFIC HEARD, OUT.”

 

Area or Region nets modify the preamble to include a roll call as necessary after the initial call for traffic has been made.

 

“ALL STATIONS THIS NET, THIS IS NNN0___, NET CONTROL FOR _X_B. THIS IS A DIRECTED NET. STATIONS ANSWER BY ROLL CALL, OUT”. 

Substitute the correct net designator as required. Regions called numerically; States alphabetically.

 

“ALL (Region or State) STATIONS THIS NET, THIS IS NNN0___ ,  OVER”.

 

Stations will respond as follows:

 

“NNN0___, THIS IS NNN0___ NO TRAFFIC OVER.”

 

If a station missed traffic notification on the first net call.

“NNN0___, THIS IS NNN0___ ONE ROUTINE NNN0___ , OVER”. 

 

If traffic is to be transmitted by any mode other than voice the mode shall be indicated.

 

After stations have responded, NECOS acknowledges them as follows:

 

“NNN0___, NNN0___, NNN0___, THIS IS NNN0___ ROGER, OUT”.

No additional comments such as “you are checked aboard” need be made.

 

If there is no response to a call, move to the next Region or State until all have been called and stations acknowledged.  After initial calls have been called make an additional call as follows:

 

“ALL STATIONS THIS NET, THIS IS NNN0___, ADDITIONAL STATIONS, OVER”.

In this case, stations responding will say their location Region, State or City in addition to their call sign as applicable.

 

NECOS may direct another station to make a net call as follows:  “NNN0___, THIS IS NNN0___, MAKE A NET CALL, OUT”. 

The station called will assist net control and make a call as in the above paragraph.

This station then reports his results to NECOS. Under extremely poor conditions NECOS may request more than one station to assist in making a net call.

 

After stations have been acknowledged but before traffic is passed, NECOS at their discretion may authorize abbreviated call signs: 

“ALL STATIONS THIS NET, THIS IS NNN0___, ABBREVIATED CALL SIGNS ARE AUTHORIZED, OUT”.

 

NECOS shall then direct the distribution of all messages.  Immediate and Priority precedence messages shall be handled prior to Routine precedence messages.  Messages shall be distributed only during a directed net.

 

NECOS are required to make a net call at least every 10 minutes.

 

At the discretion of the NECOS each station may be called for comments.

 

Before closing the net, NECOS shall send a net report to the Net Manager or Network Operations Manager if they are aboard.  If the net is a free net it must be made a directed net before traffic is passed.

 

NECOS then may ask net members if any one needs a free net:

"ALL STATIONS THIS NET, THIS IS NNN0___, DOES ANY STATION REQUIRE A FREE NET, OVER".

Full call signs shall be used during the free net.

If no free net is requested NECOS may then close the net.

 

To close the net:

“ALL STATIONS THIS NET, THIS IS NNN0___, THE _X_B NET IS SECURED OUT”.

Under difficult or poor net conditions, NECOS may request another station to echo the net closing. No other comments are necessary.
