Most of what follows is intended to assist those who put messages into the MARS system, or otherwise send messages by any digital mode.  Please review the following when preparing messages for entry into the MARS system.

With the reorganization, and development of new processing for messages there are a few changes.
1. the routing line (RR NOAS0, etc.) is no longer used except that it may be used in station to staton digital operations.

2. be sure you use the current list of state designators

3. Review references A through H to be sure you are up to date and correct in message formatting, addressing, and text construction.  Watch those punctuation symbols that require use of a prosign.  There can be some confusion as Chapter 6 para 641 talks about allowable punctuation.  This is not the same as punctuation sent in digital operations  e.g. "@" is not allowed in text.  You must use "(AT)" without the quotes of course.

NOTE: use this message to announce a member who has transferred from another state.  On a new line following the member's state enter something like TRANSFER FROM INDIANA

  Send New Member Notification via E-mail
Since messages contain very limited information it is important to notify key staff of all new members and transfers with their full information.  This is best handled by e-mail.  If you have the capability, scan the 2093/1 and Amateur license.  Then e-mail them as an attachment.  That is the simplest way.

NOTE:  Use of collective call signs.  You MUST qualify to use a collective call. e.g.
state staff and state directors may use
NNN0ALL (state name) STATE

State and Region directors may use
NNN0ALC REGION TEN
ALC is a collective call for all  state directors.  Adding REGION TEN limits to state directors within the region.  

State and Region staff are NOT permitted to use the latter (ALC) as they are not a member of that group nor are they adminstratively senior to it.  It is important to remember that director's assistants are not part of the Chain of Command.  

If, for example, a state staff member wants to include the other state directors in the region (or anywyhere) he or she will have to list them individually e.g.

NNN0ALR functions in the same was as ALC except it addresses Region Directors.  AS0, ASE, etc may use this collective call.  State directors and region staff are not authorized to use ALR.
