| EEI messages are used to notify a specific group of higher Echelon, including Chief MARS, of disasters, pending disasters, threats to public safety, Civil Disturbance, and other emergency situations. |
| This can be anything from a rock slide blocking a portion of a freeway to a major storm that has inflicted wide spread damage to homes, taken out power lines, interrupted transportation, disrupted normal communications, and harmed people. |
