The Idaho State ECOM plan is an UNCLASSIFIED, non- registered publication. 3. This Idaho State ECOM plan is EFFECTIVE UPON RECEIPT within Idaho State, Navy-Marine Corps MARS. 4. Chain of Command Annex A. Memorandums of Understanding 1. INTRODUCTION Idaho State Navy-Marine Corps MARS is staffed by volunteers from communities within the State’s geographic area. These volunteers have been trained in methods used by the military to provide reliable communications in the event of an emergency. MARS resources made available to civil and /or disaster control officials are subject to no authority other than that of their superiors in the NAVMARCORMARS chain of command. This Emergency Communications (ECOM) plan is intended to serve the specific needs of Navy-Marine Corp MARS, and the State of Idaho. In the event of a conflict between this plan and higher authority, such as NTP-8 (series), the higher authority official document takes precedence. 2. PURPOSE This plan provides guidelines for adjunct emergency communications planning and action to be taken should it become necessary to utilize IDAHO STATE NAVMARCORMARS resources during an emergency or disaster. 3. DEFINITION An emergency or disaster requiring emergency communications support is defined as a sudden, generally unexpected occurrence, or set of circumstances requiring an immediate system for sending and receiving information to save lives, prevent injury to persons, or damage to property, and implement recovery procedures to overcome the consequences of such an occurrence. For purposes of this plan such an occurrence is generally wide spread, affecting at least a community (or sections of a community) causing overload of local relief and emergency services, and requiring extensive communications beyond the normal communications modes and functions used for day to day living. It may include much smaller circumstances in which special conditions exist, or where there is the potential for sudden change affecting a wider area. 4. SCOPE This plan applies to all IDAHO STATE NAVMARCORMARS radio stations. Military auspices stations are subject first to their command. MARS members should be prepared to assist, within their capabilities, with adjunct emergency communications when requested by a representative of the Department of Defense, an elected or appointed official of civilian government, or a competent authority of a disaster relief agency. 5. POLICY a. It is the policy, that MARS communications resources may be employed to support civil defense and civil disaster requirements in the following order of priority (first listed is the top priority): (1) Navy and Marine Corps communications needs regardless of relationship to incident(s). (2) Navy and Marine Corps activities within or supporting the affected area. NOTE: Memoranda of Understanding (MOU), signed agreements, and other similar documents between MARS and government or civil authorities may interject between priorities anywhere below this point. (3) Agencies of the Federal Government through the SHARES program. (4) Other Department of Defense and U.S. Coast Guard activities within or supporting the affected area. (5) Agencies of civil government (6) Disaster relief agencies. (7) Other agencies, organizations, or groups as approved by the MARS Area Director (or the Area Assistant for Emergency Communications). b. MARS resources must be requested by an authorized agent of the organization to be supported. c. MARS members are not authorized to self activate to the scene of an accident, incident, disaster, or emergency as a representative of MARS until authorized. d. Individual MARS members are requested to apprise members of the Area MARS chain of command by the fastest means possible when an emergency or disaster occurs (or is imminent) in order to provide the earliest possible warning and advance information to appropriate authorities. This notification should include the State Director, State One, State Two, Region Director, Region One, Region Two, at a minimum. Use of the EEI protocol for notification of events, (and prior to an actual request for MARS services) is highly encouraged. e. The State Director will confirm that the Region Director, his assistant, and the Region ECOM assistant have been notified when an emergency or disaster occurs. The State Director should also provide his or her assessment as to whether the impact of the situation is likely to cross state lines, or other wise need more MARS resources than the state of Idaho has. f. MARS assistance will complement but not substitute for other emergency communication systems. g. MARS support shall be provided only until such time as it is no longer required or until normal communications are restored. 6. RESPONSIBILITIES a. Emergency Communications within the State of Idaho Navy-Marine Corps MARS is headed by the State Director, his/her Assistant for Emergency Communications (NNNĜGAO Two). The Region Director for Region Ten, his/her Assistant for Emergency Communications (NNNĜASO Two) should provide support to the State in ECOM preparedness plan. The region ECOM assistant will work closely with the staff at the state level to keep apprised of the response capabilities, and special needs of the State of Idaho. b. The Idaho State Navy-Marine Corps MARS Emergency Communications is headed by the Area Assistant for Emergency Communications (NNNĜGAO Two). This position is filled by appointment from the Idaho State MARS Director (NNNĜGAO). Refer to NTP8 (series), Chapter 2 para 224 for area of responsibilities. 7. EXECUTION The provisions of this plan are in effect immediately upon issuance of this plan by the Director, IDAHO STATE. This plan will remain in effect until otherwise changed or deleted by the Director or other proper authority. Any MARS member may effect local implementation when requested by military or civilian authorities pending an official request and acknowledgment. An immediate (O) precedence message (or other rapid means of communication) stating implementation circumstances shall be initiated to Chief, NAVMARCORMARS and the Area and Region Director as action addees, with info to ECOM assistant(s), Director(s), and such other addees as designated by the Area Director. 8. ART and SAT Teams THERE ARE CURRENTLY NO ART (AUXILIARY RADIO TEAM) OR SAT (STATION AUGMENTATION TEAM) TEAMS AVAILABLE IN THE STATE OF IDAHO. 9. ESSENTIAL ELEMENTS OF INFORMATION ( EEI ) CAUTION: When creating messages for transmission by any digital mode, avoid using word processor programs such as MS Word. They add formatting and functions, not recognized by digital transmission modes. This can result in a portion of your message being cutoff, or the message being lost entirely. If you do use a word processor, be sure to save it as an ASCII text file, with the extension .TXT. Even then such things as tabs can cause a problem. EEI reports are probably the most important ECOM messages NAVMARCORMARS members handle, especially prior to an emergency/ disaster situation, or during an event, but prior to implementation of MARS ECOM services. EEI reports provide essential information to the Department of Military Support (DOMS) in the Pentagon and the MARS chain of command. EEI messages should always be sent as an immediate ( O ) precedence for an actual event or an exercise. See NTP-8(C), Annex D, Paragraphs D900 through D903 for details and proper formatting of EEI messages. Below are the guidelines for transmission of EEI messages by various means. ALERT NOTIFICATION Alert notification and cancellations for Idaho shall be made by the State (or Region) Director(s) only. Alert notification shall be achieved by increasing the COMCON level as appropriate. In some cases, i.e. hurricane and ice storm warning, an impending tsunami, forest fires approaching communities, etc. Region and state members shall be alerted in advance whenever possible so they can prepare for the possibility that MARS may be activated. Alert notifications are made by the State Director (or Region) Director setting a higher level of COMCON. The respective director who raised the COMCON has the primary responsibility to lower the level when the threat abates. (See NTP-8 İ Chapter 4, paragraphs 400 through 450). Remember, we cannot self activate. Alert Notifications can be in conjunction with, but not a replacement for EEI messages. ACTIVATION OF EMERGENCY NET a. In the event of an actual incident, the most pressing business, upon implementation, is to get the appropriate message(s) sent. If a net is in operation at the commencement of an actual emergency communications condition the member originating, or holding, such messages(s) will contact the NECOS and list the message(s). If the member holds higher precedence traffic than currently being passed, the member may break the net, as prescribed in NTP- 8 (series), chapter 7, paragraph 746. The traffic will then be passed in accordance with standard operating procedures. It is not necessary to first secure the existing net. This will only lead to delays and cause confusion. The respective State Director will make any determination about securing the regular traffic net, replacing it with an ECOM net, and if so, with which net designator. If the net is anticipated to last longer than the current NECOS can remain on the net, or beyond a reasonable time for him or her to do so, the cognizant State Director, or State THREE should develop a plan for rotation of the NECOS. If the current NECOS needs to leave the net, he or she should turn the net over to their designated ALTNECOS, or designate a volunteer on the net to assume the duties. The State Director should be notified as soon as possible by any means available. b. For ECOM exercises, the State Director should develop a plan in advance for net ops. c. ECOM training nets shall be distinguished from ECOM traffic nets based on the primary function of the net. ECOM training is primarily for the dissemination of policies or the general discussion of ECOM practices. ECOM traffic nets are primarily for routing traffic during an actual emergency. d. The initial message request for emergency communications support will be initiated by the MARS member that activated the ECOM plan and established the net. e. During the emergency all members should: (1) Maintain a listening watch on active circuits. (2) Check in when NECOS opens the net. Do not tune, test or transmit without permission of NECOS. (3) Notify NECOS if you must leave the net. (4) Avoid speculative comments, rumors or unnecessary statements. (5) Do not disclose information gained from military circuits except as authorized by competent authority. (6) Accuracy is paramount. e. Our mission is to send and receive messages. The attainment of reliability, speed and security depends, to a large extent, upon the operator. Be professional and maintain circuit discipline. 13. NET DISCIPLINE a. All emergency nets shall be "DIRECTED". This includes nets designated to pass digital or voice traffic. b. The station that assumes NECOS shall appoint an alternate NECOS. This station shall be ready to assume the duties of NECOS at any time, and to assist in the operations of the net by acting as relay, routing traffic, maintaining liaison between frequencies, etc. c. All monitoring stations should pay attention to net activities, copy along all traffic being passed, and be prepared to assist if required. d. All net business will be kept brief. This will allow stations with high priority traffic to check in without undue delay. e. Traffic shall be transmitted on alternate frequencies if at all possible. It is a good idea for NECOS to designate an ALTNECOS to facilitate traffic handling on the alternate frequency and report back to the NECOS when traffic handling is completed, or notify NECOS of problems in passing the traffic on the alternate frequency. If necessary, NECOS will select a different alternate frequency or request other stations to switch to the alternate and assist with relaying as needed. All stations directed to the alternate frequency will remain there until directed by the ALTNECOS to return to the main net. Stations needing to secure must first be excused from the alternate frequency then check out with the NECOS on the main frequency, or the ALTNECOS can notify NECOS for that station if agreed upon by member and ALTNECOS. 14. FREQUENCY USE a. Implementation of this ECOM plan shall extend normal daily operations to a 24-hour period. Depending on the type of emergency communications services requested, the following frequencies will be used primarily to establish an emergency net. Initial attempts shall be on traffic net frequencies if a net is in operation. If there is no net in operation first attempt the PA1E net. If there is no response, use the National Common frequencies. Members should monitor the primary frequency of NNA, NFK or NCL depending on time of day and conditions, on a regular basis. The National ECOM frequencies: 4042.5 KHz 7382.5 KHz 14.385.0 KHz SHARES stations needing assistance from NMCM have been instructed to call on these to request our support. All State staff members are encouraged to monitor and utilize NNA, NFK or NCL as a 24-hour open admin frequency. This is an authorized exception to the Do Not Communicate among and between MARS Regions rule. ECOM communications will take precedence. 15. DRILLS AND EXERCISE FORMAT Drill or exercise messages should follow the format specified in the NTP-8 (C) para D810. That is, the words "MARS EXERCISE, follow the word "UNCLAS" at the beginning of text. In order to ensure that a drill is not mistaken for an actual emergency, the words "MARS EXERCISE" be placed at the end of the message. 16. WEATHER REPORTS (1) Weather is the dominating factor in most emergency or disaster situations, therefore weather reports are vital. The Weather Report should be sent by participating stations to provide up to date weather conditions at their specific location such as city, county, etc. New reports should be generated as weather conditions change or at a MINIMUM of every hour. 17. SITUATION REPORTS and TERMINATION of EMERGENCY a. During the emergency, situation reports (SITREPS) pertaining to MARS communications shall be sent (or initiated) by the on-scene MARS station every six hours or more frequently, if the situation warrants. The last SITREP (just prior to the cessation of emergency communications) will be the FINAL SITREP). Each paragraph will contain the appropriate information or one of the following terms as appropriate: NO CHANGE - indicates item same as previously reported. NEGATIVE - indicates category not applicable, being used, or nothing to report. NOT AVAILABLE - indicates information not available at present. Termination of Emergency (1) When terminating an Emergency the Net Control station of the Emergency Nets shall announce “Terminate Emergency at (location) securing the (net designator) at (time) Zulu”. (2) As soon as possible upon termination of a state of emergency ALL participating members will send a message to their State Director or assistant with the following information. 1. Place(s) involved. 2. Dates, times and hours of operations. 3. Stations participating. 4. Frequencies and modes employed. 5. Traffic handled. 6. Description of emergencies rendered. 7. Comments: ie recommendations, suggestions, etc. 8. News or media coverage (attach copies if applicable). 9. Human interest information. (3) State Directors collect and consolidate the above and send it to the Region Director or his assistant for consolidation and forwarding to CHNAVMARCORMARS via the chain of command. (4) See NTP-8 (C), Annex D, paragraph D730 for complete information on requirements at time of termination of an actual exercise emergency. 18. CHAIN OF COMMAND The chain of Command in Navy-Marine Corps MARS is, in the order of lower to higher: State Director, Region Director, Area Director, Chief MARS. Staff members under the directors (except the ONE position) serve as advisors, trainers, consultants to the lower echelon, but are not in the chain of command. Except as noted below, staff positions are not positions of authority. Whenever a director is traveling, or otherwise going to be unavailable for 24 hours or more, he or she shall notify his or her assistant director (ONE) who will act as the director for the purposes of this ECOM plan until the director returns. If both the director and assistant director anticipate being unavailable at the same time the director must appoint another staff member as acting director for operational purposes. When other than the director or his ONE is acting director, the state director will notify the region director and region ONE, info to Pac Area director, via message. E-Mail may be used to augment this notification, but shall not replace the formal message sent via radio. The message shall include personal and staff call of member assuming the duties of acting director and the expected return date of the director or assistant director. Upon the return of the director or assistant director they shall so notify the region director and the region ONE, info to Pac Area director, via message. ANNEX A.
