The November Alfa 2 Echo (NA2E) Regional NET is a Region 3 Emergency Net operating on NCL, one of the three (3) National Common Frequencies

The NA2E NET is a Region 3 MARS activity, commanded by NNN0ASI ONE, Deputy Director, Northeast Area,
U.S. Navy-Marine Corps MARS

Presently the NET is in need of NET CONTROL operators to fill time slots, for information, please contact the NET Manager, NNN0VLG / NNN0GCD EIGHT WV at kd8ckn@frontiernet.net  

Duties will include monitoring of the MARS National Common Frequencies, operation of scheduled NA2E NETS, and activiation of a Regional Emergency Communication NET (when authoriized) to move EEI traffic up the chain of command and provide communication between Reginal MARS NET activies.

D620. COMMON FREQUENCIES
"Certain frequencies (NFK Primary,  NNA, and NCL Secondary) have been designated as national MARS common
frequencies. In the event of an emergency, all NAVMARCORMARS stations are requested to guard these frequencies for command and control at the national level. Unless otherwise advised by Chief, NAVMARCORMARS or NNNĜASZ, these frequencies are available for area, region and state ECOM operations. Discrete area frequencies, as listed in the Area Operations Guides, should be monitored by all members within an area to the maximum extent
possible."

SHOULD YOU HEAR IT.

DIRECTIVES:

The National (Common) Frequencies are the 'HOME' of the Northeast NA2E and (Pacific PA2E)  Seven Day -Twenty-four hour nets.  In the event of a an emergency or disaster and the Region Three ECOM net is initiated, the NECOS may designate a station to guard one or more of the National ECOM Frequencies.  The guard station is to report to the NECOS at least once per hour. If Region Three frequencies are unusable, the national frequencies may be used unless otherwise directed by the Chief, NAVMARCORMARS (NNN0ASA) or his/her Assistant for ECOM (NNN0ASZ).

     c.  VHF should be used for local communications at the disaster site in so far as practical.  States are encouraged to have a portable repeater to be utilized for emergency communications.

3.60.  REGION THREE EMERGENCY COMMUNICATIONS.  Region Three will utilize existing networks and resources to the maximum extent possible. Constant revision of both state and region emergency communications plans are necessary to incorporate new capabilities into the Plans as they become available.  The Region Three plan must:

     a.  Be flexible and provide alternatives for various situations.  The plan should not be keyed to any one individual or station.  It must be compatible with all State ECOM plans in Region Three and be part of and compliment the Northeast Area ECOM Plan.

     b.  Insure that adequate support organization is developed prior to emergencies to allow effective alerting and operations over an extended period of time.

     c.  Include state and local plans; it is the state and local plan that can be effective in the first few hours of an emergency until a larger organization can be brought into action.

     d.  The Region Three Plan provides means of handling three types of emergencies:

     DISTANT EMERGENCY  Multi-area or multi-regional.  One requiring relay, delivery and/or transmission of a volume of traffic in formal message (written) form over large distances. Communications is from one area to another.

     AREA EMERGENCY  Northeast Area, a multi-regional event.  One requiring a mixture of formal messages (written) and informal command or administrative traffic (verbal orders).  Communications is from region to region.


     REGION EMERGENCY  Region Three, a multi-state event.  One requiring fixed, mobile and portable units handling a high percentage of administrative/command traffic, both formal messages (written) and informal command or administrative traffic (verbal orders). Communications is between states.

  
 e.  The state plans provide for the handling of state contained emergencies and local emergencies.      
    

     STATE EMERGENCY  Single state.  One requiring fixed units, mobile and portable units at strategic locations.  Traffic will be both formal and informal. 

    LOCAL EMERGENCY  Within the state, limited to a small part of the state, perhaps a county, city, industry, or public utility.  An emergency condition requiring fixed and/or mobile units handling traffic of a mostly formal and informal nature.

 

NORMAL MONITORING HOURS:

Daytime frequencies will be monitored from two hours after sunrise to two hours before sunset. Night time frequencies from two hours before sunset to two hours after sunrise.
