SUBJECT: Northeast Area Operations Guide, Letter Of
Promulgation
To: Area Staff, Region Directors, State Directors, and all
Members, Northeast Area
1. Attached hereto is a a newly published document, entitled
"Northeast Area Operations Guide". A standard format has been developed
and staffed and is implemented as provided herein. Region directors,
state directors and Net Control Stations, in addition to training
staffs, will initiate action to make changes directed herein. These
will include, but are not limited to, changes in net operating
procedures, changes in net designators, and intensification of
preparation for readiness as the "back-up" system in support of
Federal, State and Local governmental emergency requirements for
disciplined communication capabilities.
2. The purpose of a standardized format is to ensure that all
members, regardless of their location, are afforded equal opportunity
to participate in the program with minimum confusion, especially that
which results from movement between regions. Explanatory notes or
comments found throughout the Area Operations Guide are included to
eliminate the need for interpretation on the part of the members. These
elements of guidance have been provided by Chief, NAVMARCORMARS and
interpretations will be given only from that source.
3. Implementation of the standardized "Area Operations Guide"
will not be later than 01 March 2005. Administrative changes required
will be accomplished prior to that date. A copy of the Northeast Area
Operations Guide will be in the hands of every member of this Area by
this implementation date.

CHAPTER ONE
GENERAL
1. PURPOSE.
The purpose of this Northeast Area Operations (NEAOPS) Guide is to
promulgate to the Northeast Area (NEA) membership a set of instructions
to facilitate the application of NTP-8(C) to the Northeast Area. All
references herein to the area director shall be the Northeast Area
Director.
2. SCOPE.
This NEAOPS Guide is applicable to all the NAVMARCORMARS members in the
NEA. The area is divided into three regions (aligned with Federal
Response Regions (FRR) 1, 2 and 3) which covers thirteen states in the
Northeastern United States as follows:
3. AUTHORITY.
This NEAOPS Guide is published under the direction of the Chief,
NAVMARCORMARS. Standards provided by the Chief, NAVMARCORMARS will be
modified only upon approval of that office, and must be applicable to
all areas.
4. COMMUNICATIONS.
All communications must follow the "Chain of Command" unless otherwise
directed by proper authority. Communications not following the chain of
command will contain a statement of authorization to bypass the chain.
The only authorized communications with Chief, NAVMARCORMARS, is via
the state director, region director and the area director.
5. FREQUENCY MANAGEMENT
POLICY.
Frequency management is an on-going, sensitive activity within this
area. The Assistant to the Area Director for Net Operations/Reports
(NNNØASI THREE), is specifically charged with maintenance of an
accurate, current listing of frequencies which are assigned/available
for use within the area and by regions and states within the area. All
requests for frequencies, whether for temporary or permanent basis,
will be routed through this office via the respective Assistant to the
Region Director for Net Operations where applicable.
6. CHANGES.
The area director is responsible for promulgating changes to this
guide. Changes in operations, personnel, nets or any other data which
affect the contents of this guide, or one of its annexes, will be
reported to the cognizant assistant staff position for approval
recommendations, then to the area director for approval, for
incorporation of those changes in the guide.

CHAPTER TWO
NET ORGANIZATION
1. NET DESIGNATORS.
Net designators will be assigned to each net and shall be derived per
NTP 8(D) Draft, para. A520.
a. The first character of the net designator is a letter
or numeral to indicate the area or region.
b. The second character of the net designator is a
letter and specifies level of net as indicated below:
c. The third character of the net designator is a
numeral and indicates the first, second, third, etc., net within the
area, region, or state. The third character in designators for nets
under the cognizance of Chief, NAVMARCORMARS will denote the first,
second, third, etc., within each specialty network.
d. The fourth character of the net designator is a letter and denotes
the type of net as listed in NTP 8(D) Draft paragraph A520.d.

CHAPTER THREE
AREA AND STATES NETS
1. NET DIRECTORIES.
The area, region and state net directories are listed in Annex B of the
NEAOPS Guide.
2. PARTICIPATION RESTRICTIONS ON AREA-WIDE NETS. All area
nets are restricted to assigned and/or authorized stations designated
by the Area Director (NNNØASI), Area Deputy Director
(NNNØASI ONE), Assistant to the Area Director for Net
Operations/Reports (NNNØASI THREE), net managers (region and
state director), or the assistants to the region and state directors
for net operations (NNNØASx-THREE and NNNØGxx-THREE,
respectively).
3. APPOINTMENTS.
Net managers are appointed by the Assistant to the Area Director for
Net Operations/Reports (NNNØASI THREE). Area traffic
representatives and area mailboxes (MBO'S) are appointed by the
Assistant to the Area Director for Digital Systems Operations
(NNNØASI TEN). State traffic representatives are appointed by
the Assistant to the State Director for Digital Systems Operations
(NNNØGxx TEN) for each state. Net control stations and
alternates are appointed by the net manager or state -THREE's
(NNNØGxx THREE). As frequently as possible, these assignments
will be rotated from time to time as a means of training.
4. NET OPERATIONS.
All nets are to be started on time, under most circumstances, on the
hour. However, there are some half-hour nets. All nets should be
secured after all business has been completed and should never run past
the designated securing time. If relays are required, the net control
station (NECOS) will designate a relay station from a participating
station aboard the net, taking both propagation and location of the
stations into consideration. Under certain circumstances it may be
necessary to have more than one station relay to different parts of the
area.
5. NET OPERATIONS REPORTS.
Nets reports for NEA, region and state nets should be sent to
NNNØASI THREE, NNNØASx THREE, or NNNØGxx THREE,
respectively, by message following the last net of the period by each
net manager or staff member conducting the net. The respective director
and deputy or assistant director will be INFO addees on all reports
relating to net level. All net reports will include as a minimum, the
date, net designator, assigned frequency, mode of operation used,
number of messages passed on the net and total number of participation
hours per member for the month.
6. FREQUENCY USAGE REPORTS.
It is the state director's responsibility for submitting frequency
usage reports (FUR) to the Assistant to the Region Director for Net
Operations/Reports (NNNØASx THREE) no later than the 5th
calendar day of the month covering the previous month's activities. All
FURs will include as a minimum the assigned frequency, number of
days/hours used by each mode of operation (i.e., SSB, SCD, SSTV or FM)
and total messages by frequency and mode of operation. See example in
Chapter 6, paragraph 3, of on-line NEAOPS Guide (Page 6-2 of hard copy).

CHAPTER FIVE
TRAFFIC HANDLING
1. INTRODUCTION.
General net organization, basic communications procedures and methods
for handling traffic are contained in NTP 8(D) Draft. The purpose of
this chapter is to provide reference for traffic handling procedures
within the NEA.
2. ASSISTANT TO THE AREA DIRECTOR FOR NET
OPERATIONS/REPORTS.
Oversees the operations of activities on all area nets. Ensures that
all policies and procedures with regard to net operations promulgated
in NTP 8(D) Draft or by established proper authority (i.e.,
CHNAVMARCORMARS, Area Director) is strictly adhered to.
3. NET CONTROL STATION (NECOS) RESPONSIBILITIES.
4. ALTERNATE NET CONTROL STATION (ANECOS).
Duties and responsibilities are the same as that of the NECOS. ANECOS
will be ready to assume the position of NECOS at any given moment
during the assigned net. In addition, all members of the net should be
prepared to assume NECOS duties if propagation or other circumstances
warrant. The ANECOS should be geographically separated from the NECOS.
5. SINGLE CHANNEL DATA (SCD) OPERATIONS.
Particular attention must be paid to relay instructions in format line
4 to ensure proper relay/delivery. You are responsible only for
stations listed in the "T" line. If this line is left blank, then you
are responsible for all addees unless the call is preceded by the
operating signal "ZEN/" (passed by other means). When the message is
passed on a voice net, the "ZEN/" is not transmitted. The proword "XMT"
may be used to exclude certain stations when a collective call sign is
used, i.e.,
NNN0ALC NORTHEAST AREA
XMT NNN0GAV NNE.
(Refer to message format schematic on page 6-2 of NTP-8(C).)
b. Modified Broadcast. This method of transmission is
primarily for use during a scheduled broadcast net. It may, however, be
used on any area, region or state net in which a large volume of
traffic must be sent to multiple addees. When NECOS directs traffic to
be sent to a specific station(s), this method should not be used. When
used, individual stations will acknowledge receipt of the traffic
following the broadcast. For example, NECOS will establish the net,
acknowledge check-ins and traffic reports and then direct the traffic
representative (TRF REP) to send all traffic. At this point, the TRF
REP will transmit, per paragraph 811 of NTP 8(D) Draft.

6. TRAFFIC HANDLING AND DISTRIBUTION.
Communications procedures and message construction information are
contained in chapters 6 and 8 of NTP-8(C).
a. Message handling criteria. The originating station is
responsible for ensuring that the message conforms to the message
criteria outlined in NTP 8(D) Draft, paragraphs 530 through 550. Once
entered into the traffic system, no station can refuse to handle the
message, unless it is obviously in direct violation of NTP 8(D) Draft,
in which case a service message will be sent to the originating
station, information copy to the area director, indicating the reason
why the message will not be forwarded/delivered. Upon receipt of the
service message, the originating station will contact the drafter and
explain the situation.
b. MARSGRAMS.
c. Traffic listing. All message traffic brought to a traffic net
(state, region, or area) will be listed by quantity, precedence and
destinations. When traffic has been listed, NECOS shall call upon
stations to distribute as it applies.

d. Receipt for traffic. Positive control of each message
is required at all times. Each time a message is passed from one
station to another, it is the responsibility of the transmitting
station to ensure acknowledgment of receipt from the receiving station.
At this point, custody of the message passes to the receiving station.

CHAPTER SIX
PARTICIPATION
1. REQUIREMENTS.
It is a mandatory requirement that all active members attain a minimum
participation of eighteen (18) hours each quarter, twelve (12) of which
must be for net participation to remain in regular membership status.
No more than six (6) hours per quarter of "off-the-air" (e.g.,
studying, correspondence courses, equipment repair, staff activities,
etc.) participation may be credited toward meeting the eighteen (18)
hours per quarter which must be related to the Navy-Marine Corps MARS
program. It is also the responsibility of each member to keep records
of and report all participation hours to their appropriate chain of
command.
2. NET PARTICIPATION.
3. REPORTS BY THE ASSISTANT TO THE STATE DIRECTORS FOR
NET OPERATIONS.
The assistant to the state director for net operations, (NNNØGxx
THREE), shall submit a quarterly report of the membership participation
to the state director. A FUR will be submitted monthly to the assistant
to the region director for net operations/reports (NNNØASx
THREE) as soon as possible. Region -THREES need to send their reports
to NNN0ASI THREE no later than five days after the month covered by the
report.

CHAPTER SEVEN
OPERATION OF RADIOTELEPHONE NETS
1. SCOPE.
This chapter supplements NTP 8(D) Draft Chapter 7 and applies to all
radiotelephone nets within the NEA.
2. NET OPERATION RESPONSIBILITY.
3. NET OPERATION PROCEDURES.
a. Establishing net procedures.
(1) The NECOS will establish the net with the following
prowords:
"NA1C, NA1C, THIS IS NNN0ASI FOUR, OVER"
In the case of an area or region net (multi-state), the
NECOS will call for check-ins by state until all states in the area or
region where the net is located are called. The exception to this will
be the NA1A net where check-ins are called in order: area staff
followed by region directors and state directors.
(2) The TRF REP should be allowed to check in first, followed ba all
other stations. Traffic will be listed by number of messages,
precedence and destination. To ensure that your transmission was
received by NECOS, wait for an acknowledgment from NECOS.
(3) Subsequently, the NECOS should frequently call for additional
stations during the net as follows:
"NA1C, THIS IS NNNN0ASI FOUR, OVER.".
b. Check In Procedures.
Stations attempting to check into any net first and foremost should use
courtesy and listen to ensure no one else is transmitting to prevent
doubling. Use the NECOS full call sign then the prowords "THIS IS"
followed by their call sign. List any traffic or communications
requests and end with the proword "OVER". If the station checking in
holds no traffic, the traffic report will be "NO TRAFFIC. OVER". The
last three letters of all call signs will be pronounced phonetically.
Examples:
"THIS IS NNN ZERO ALFA SIERRA INDIA, NO TRAFFIC. OVER."
(Stations listing Traffic): "THIS IS NNN ZERO ALFA SIERRA INDIA, I HAVE
(2) PRIORITIES FOR NNN ZERO GOLF ALFA VICTOR. OVER"
c. Abbreviated Call Signs.
d. Alternate Net Control.
The NECOS, at his or her discretion, may appoint an ANECOS to assist in
net operation as directed by NECOS, especially during conditions of
poor propagation.
e. Dissemination of Traffic.
f. Free Net Operation
(1) After the traffic has been passed and there is no
further business of interest to the majority of the stations, the NECOS
may, at his or her discretion, declare a Free Net to allow stations to
communicate with each other directly.
(2) Once NCS authorizes abbreviated call signs, they may be used all
the time until the NCS directs returning to full call signs. It doesn't
matter if it's a free net or not. Even whenabbreviated call signs are
authorized, full call signs are still acceptable.
(3) Stations who were not previously checked into the free net by the
NECOS must check-in prior to establishing communications with any other
stations on the net.
(4) Listed message traffic has priority over all other net activity, no
matter what type of net (e.g., admin, training, ECOM, etc.) is being
conducted. If delivery stations are not aboard the net, the NECOS has
the authority and can proceed with other activities.
(5) If during a free net, a station calls NECOS and lists traffic, the
NECOS must acknowledge the station immediately, informing all stations
onboard that this again is a directed net and proceed with the
disposition of the listed traffic. Upon completion of traffic handling
and depending on time remaining before net is secured, the NECOS may
declare the net a free net again.
g. Securing a Net.
h. Operating Notes.
4. SINGLE CHANNEL DATA (SCD).
Procedures outlined in Chapters 8 and 9 of NTP 8(D) Draft will be used
on nets using digital modes.
5. MESSAGE FORMAT. Refer to Annex Echo of Area Operations
Guide for message format input into the MDS.

CHAPTER EIGHT
DIGITAL
1. DIGITAL MODES. RTTY, AMTOR, PACTOR, PACKET and CLOVER
modes are described and explained in Chapters 8 and 9 of NTP-8(C).
2. TERMINAL NODE CONTROLLERS (TNC).
There is a full range of TNCs in use in the Northeast Area. Within the
MDS, TNC parameters are defined by the AA4RE software. Individual
station parameters should be examined to ensure maximum
interoperability with MDS/ADN stations. Chapter 8 of NTP-8(C) provides
a list of authorized AFSK tone pairs as well as other valuable
information for use in setting up a digital station. If available, the
use of 170 Hz (2125 Hz Mark, 2295 Hz Space) should be used. A 200 Hz
(2110 Hz Mark, 2310 Hz Space) is equally effective. If using a digital
signal processor, it may be necessary to alter the passband slightly.

CHAPTER NINE
GENERAL TOPICS
1. ASSOCIATE MEMBERSHIP.
The granting of associate membership has long been recognized as being
inconsistent between areas. During the fall 1991 Region Directors'
Conference, Chief MARS and all region directors agreed to follow the
guidelines of NTP8(D) Draft, paragraph 340.a., and the spirit in which
it was written. Clarification of the phrase "WHO, BECAUSE OF
CIRCUMSTANCE, CANNOT MEET PARTICIPATION REQUIREMENTS FOR CONTINUED
MEMBERSHIP." is to mean those members having severe medical conditions,
serious illness (terminal) or moving into a retirement or assisted
living facility that no longer allows them to participate. Those

SUBJECT: Northeast Area Emergency Communications
(ECOM),
Letter of Promulgation
To: Area Staff, Region Staff, State Directors, and
all Members, Northeast Area
- Attached hereto is a newly published
document, entitled “Northeast Area ECOM Plan, (Annex C of The Northeast
Area Operations Guide) ”. A standard format has been developed and
Staffed and is implemented as provided herein. State Directors and Net
Control Stations, in addition to training staffs, will initiate action
to make changes directed herein. These will include, but are not
limited to, changes in net operating procedures, changes in net
designators, and intensification of preparation for readiness as the
“back-up” system in support of Federal, State and Local governmental
emergency requirements for disciplined communication capabilities.
- The purpose of a standardized format is to
ensure that all members, regardless of their location, are afforded
equal opportunity to participate in the program with minimum confusion.
This is designed to eliminate the need for interpretation on the part
of the members. These elements of guidance have been provided by Chief,
NAVMARCORMARS and interpretations will be given only from that source.
- Implementation of the Standardized “Northeast
Area Emergency Communications (ECOM) Plan” will not be later than 01
October 2002. Administrative changes required will be accomplished
prior to that date. A copy of the Northeast Area Emergency
Communications (Ecom) Plan will be available on the Northeast Area
Website, to every member of this Area by this implementation date.

AREA EMERGENCY COMMUNICATIONS PLAN
1 PURPOSE.
This Emergency Communications Plan (ECP) provides guidelines for
establishment of emergency communications facilities to support
military and civilian agency activities in the event of and emergency
as defined in NTP-8(C), Annex D. Both NTP 8(D) Draft, Annex D and the
NORTHEAST AREA OPS GUIDE ANNEX C are subject to changes as directed by
CHNAVMARCORMARS, and/or Northeast Area Director. All Northeast Area
stations are to "pen and ink" these changes when directed by
CHNAVMARCORMARS or the area director.
2. DEFINITION.
Emergency communications are defined as a sudden, generally unexpected
occurrence or set of circumstances demanding an immediate system for
sending and receiving messages. Emergencies are divided into four basic
types as follows:
3. SCOPE.
This ECP is applicable to all NAVMARCORMARS stations within the
Northeast Area.
4. POLICY.
It shall be the policy that NAVMARCORMARS will be utilized to support
said activities until normal communications channel are restored with
priority given to support of Navy-Marine Corps activities. Utilization
of these resources must be requested by civilian or military
authorities. A request for the utilization of these resources need not
be outstanding. An ECP may be activated in preparation for use when an
emergency situation develops.
5. ORGANIZATION.
Organization shall be per NTP 8(D) Draft and such other directives and
instructions as promulgated by competent authority.
6 IMPLEMENTATION.
Execution of this ECP shall be as outlined in NTP 8(D) Draft, D710 and
can be initiated by any NAVMARCORMARS member who becomes aware of an
emergency situation. Implementation shall be initiated through the
appropriate Chain of Command as defined in NTP 8(D) Draft and any other
directives or instructions promulgated by competent authority.
Implementation of the ECP shall extend the normal daily operation into
a 24-hour operation, maintaining all procedures as established at the
time of implementation.
NOTE: This message should be sent over an state net -
NOT an area or region net. The state director or Assistant for ECOM
should notify NNNØASI or NNNØASI ONE and NNNØASI
TWO on their ART status.
b. STATION AUGMENTATION TEAMS.
State Directors are encouraged to form Station Augmentation Teams (SAT)
for Military Auspices, NAVAMRCORMARS RADSTAs, key affiliate stations,
and for the area director's radio station (NAV ONE). SATs must be of
sufficient mobility to operate any designated "emergency communications
station" within their locality. NTP-8(C) delineates SAT composition and
requirements. When SAT members are not operating their own equipment
during an emergency, use of member equipment to augment the normal
equipage of the "emergency communications station" is encouraged. The
Commanding Officer or Officer-in-Charge of a Command/Activity
sponsoring a Military Auspices NAVMARCORMARS RADSTA may request the
establishment of a SAT to support the station. Such requests will be
submitted to the area director or his/her assistant. All SATs must
receive periodic familiarization training at the station they are
designated to augment and with the operating procedures therein. When
this plan is in effect, Commanding Officers or Officers-in-Charge of
activities to which SATs are assigned are requested to issue
invitational, NO COST to the government orders to the SAT members. This
action is necessary to protect the volunteer NAVMARCORMARS member under
workman's compensation and to establish the official nature of their
presence in the area.
c. INITIAL REQUEST.
Initial requests for emergency communications on a local or state level
should be made by the state assistant for ECOM via the state director
to the area director or his/her assistant, with information to the NEA
Assistant for ECOM (NNNØASI TWO) and respective region director
(NNNØASx) and Assistant for ECOM Planning (NNNØASx TWO).
Individual members who become cognizant of an emergency condition or
impending disaster should immediately initiate action to notify his/her
state Assistant for ECOM and/or the state director of other competent
authority. In the event none of the authorities designated can be
contacted, the member shall activate an emergency net as prescribed in
NTP 8(D) Draft, Annex D, and report per the proper article, while
continuing efforts to contact designated authorities. The station
activating an emergency net shall take firm control of the net and
conduct directed net operations until relieved by higher authority or
until the emergency has passed. All NAVMARCORMARS members will regard
NECOS of an emergency net as possessing full authority of and acting
for the State Assistant for ECOM or higher authority, until otherwise
directed.
d. ALERTING.
It shall be the responsibility of each state director to develop an
effective notification procedure to provide timely response to meet the
mobilization requirements of an emergency situation. The following
alerting conditions and actions required will apply:

e. CONCEPT OF OPERATION.
f. DURING THE EMERGENCY.
(1) Follow the ECP for type of communications emergency
involved, e.g. area, region, state or local, and the instructions of
NECOS.
(2) Maintain a speaker watch on active circuits.
(3) Check into the net when NECOS opens the net for that purpose. DO
NOT TUNE, TEST, or transmit without permission of the NECOS.
(4) Accuracy is paramount in emergency situations; all other
considerations are secondary.
(5) Notify the NECOS if you must leave the net.
(6) Maintain a log of messages sent, received and action taken.
(7) Avoid any speculative comments, rumors, or statements.
(8) Do NOT disclose information gained from military circuits,
including NAVMARCORMARS circuits, except as authorized by your state
Assistant for ECOM or higher authority.
g. AFTER THE EMERGENCY.
NOTE: This applies to NNNØASI TWO as well as Area
staff.
NOTE: All CHNAVMARCORMARS BCSTs pertaining to ECOM
included.
7. REPORTS.
NOTE: If this is an actual incident/exercise within the
state level, paragraph 3A should include COMCON status along with other
pertinent information. Should this be an actual incident/exercise at
the area or region level, paragraph 3B should include COMCON status
along with other pertinent information. WRT paragraph 3C, if it is an
actual incident, it is recommended that CHNAVMARCORMARS
monitor frequencies in use for ECOM event. If this is a MARS exercise,
it is not required by CHNAVMARCORMARS to monitor thus paragraph 3C will
show the word "NONE".
NOTE: If you require emergency communications assistance
from adjacent states, be sure to show in the heading both the state
director and his/her ECOM Assistant.
8. SIMULATED EMERGENCIES OR EXERCISES.
All exercises shall be made known to the area director
and his/her Assistant for Emergency Communications in advance of the
actual exercise operation. State Emergency Communication Plans (SECP)
will provide for such activities and tests as may be required to assure
that all emergency capabilities in this plan are exercised regularly.
Exercises outside of the State's regularly scheduled nets may be
conducted upon requests made to the Area Director. The "Concept of
Operations' for Emergency Communications exercises will use extreme
care to identify all transmissions dealing with simulated conditions as
'EXERCISE' traffic.
9. FREQUENCY ASSIGNMENTS.
10. TRI SERVICE SUPPORT FOR DOD.
NAVMARCORMARS members have been tasked to provide
Essential Elements of Information (EEI) messages to DOD via Chief,
NAVMARCORMARS. These reports will specifically relate to emergency
situations, usually of local nature, that may or may not warrant the
setting of an emergency communication condition as described above. EEI
reports are NOT substitutes for the reports required during a COMCON
condition.
NOTE: If you are sending a MARS exercise message,
address it to AAN3EEI VA in the TO line. Be sure to have a hard copy of
the information shown above along with the current EEI Identifiers
listed in NTP 8(D) Draft while watching your evening news. Doing so
will enable you to submit an EEI report in rapid time.
Keep the EEI report BRIEF and ACCURATE.

11. NATURAL DISASTER PLAN.
Each year, the Northeast Area experiences natural
disasters during its twelve months, e.g. severe snow storms,
hurricanes, major flooding, etc. There may be times when only one state
within the area is affected by a natural disaster. In this case it is
the responsibility of the state director or his/her ECOM Assistant to
activate COMCON in order to establish their ECOM net within their state
jurisdiction. (Ref: ANNEX C Paragraph 6d ALERTING.) Adjacent states may
be called upon to assist due to wide spread of natural disaster and/or
the lack of manpower to provide the necessary communications. If in the
judgment of the Area Director or his/her ECOM Assistant it becomes
necessary to activate the entire Area, this will be done but only if
the natural disaster is a wide spread moving natural disaster, e.g.
hurricanes, Nor'easters, etc. Should COMCON ZERO be established for an
actual event of any natural disaster by NECOS in his/her respective
state, adjacent states within the Northeast Area shall make every
effort to assist state(s) affected by natural disaster. This may be in
the movement of EEI traffic into the MDS, assisting as ANECOS, etc.
Remember, TEAMWORK is what makes it possible for NAVMARCORMARS to be
professional communicators in the primary mission of NAVMARCORMARS,
which is ECOM support. During many natural disasters, e-mail access may
not be possible due the loss of phone service (dial-up) and cable TV
(cable modem). Therefore, be prepared to submit EEI reports either via
digital mode or SSB, as well as FM mode.

ANNEX D
WinLink 2000 SYSTEM (WL2K)
1. PURPOSE.
The purpose of Annex D is to establish guidelines for
the operation and administration of the WinLink (WL2K) System in
Northeast Area. Effective 01 September 2008, the MDS (MARS DATA SYSTEM)
is no longer operational. All record traffic not passed on local nets
will be sent via WL2K. Information on WL2K can be found on the
NAVMARCORMARS National website, WL2K INFO.
2. CONCEPT.
The WL2K provides a system for expeditious handling of
message traffic based on the most recent electronic digital protocols
available.
3. BASIC PRINCIPLES.
a. MARS provides an emergency communication system as
an adjunct to normal naval communications. The system must always be
ready to meet the requirements within its available resources and be
compatible with the Naval Communication System. To do this, methods,
procedures and training must be adequate and capable of shifting to an
emergency status without change. The IDN, NDN and ADN stations of the
MDS, more so than any other stations in MARS, must be guided by certain
basic principles that have been proven through years of naval
communications. Foremost among these is reliability, then security and
speed.
b. Communications reliability is always the first
requirement. To ensure that we maintain the ability to deliver a
message exactly as the originator meant, it is necessary to utilize all
available means of delivery, as often as possible, preserving all
sub-system networks at their highest level of accuracy. To facilitate
rapid handling of message traffic, we must use prescribed procedures
and maintain established circuit networks. Reliability will be
sacrificed if we rely solely on automated delivery and neglect the
circuits that supply the most training for the majority of our
membership.
