1. Attached hereto is a a newly published document, entitled "Northeast Area Operations Guide". A standard format has been developed and staffed and is implemented as provided herein. Region directors, state directors and Net Control Stations, in addition to training staffs, will initiate action to make changes directed herein. These will include, but are not limited to, changes in net operating procedures, changes in net designators, and intensification of preparation for readiness as the "back-up" system in support of Federal, State and Local governmental emergency requirements for disciplined communication capabilities.

2. The purpose of a standardized format is to ensure that all members, regardless of their location, are afforded equal opportunity to participate in the program with minimum confusion, especially that which results from movement between regions. Explanatory notes or comments found throughout the Area Operations Guide are included to eliminate the need for interpretation on the part of the members. These elements of guidance have been provided by Chief, NAVMARCORMARS and interpretations will be given only from that source.

3. Implementation of the standardized "Area Operations Guide" will not be later than 01 March 2005. Administrative changes required will be accomplished prior to that date. A copy of the Northeast Area Operations Guide will be in the hands of every member of this Area by this implementation date.

CHAPTER ONE
GENERAL

1. PURPOSE.
The purpose of this Northeast Area Operations (NEAOPS) Guide is to promulgate to the Northeast Area (NEA) membership a set of instructions to facilitate the application of NTP-8(C) to the Northeast Area. All references herein to the area director shall be the Northeast Area Director.

2. SCOPE.
This NEAOPS Guide is applicable to all the NAVMARCORMARS members in the NEA. The area is divided into three regions (aligned with Federal Response Regions (FRR) 1, 2 and 3) which covers thirteen states in the Northeastern United States as follows:

3. AUTHORITY.
This NEAOPS Guide is published under the direction of the Chief, NAVMARCORMARS. Standards provided by the Chief, NAVMARCORMARS will be modified only upon approval of that office, and must be applicable to all areas.

4. COMMUNICATIONS.
All communications must follow the "Chain of Command" unless otherwise directed by proper authority. Communications not following the chain of command will contain a statement of authorization to bypass the chain. The only authorized communications with Chief, NAVMARCORMARS, is via the state director, region director and the area director.

5. FREQUENCY MANAGEMENT POLICY.
Frequency management is an on-going, sensitive activity within this area. The Assistant to the Area Director for Net Operations/Reports (NNNĜASI THREE), is specifically charged with maintenance of an accurate, current listing of frequencies which are assigned/available for use within the area and by regions and states within the area. All requests for frequencies, whether for temporary or permanent basis, will be routed through this office via the respective Assistant to the Region Director for Net Operations where applicable.

6. CHANGES.
The area director is responsible for promulgating changes to this guide. Changes in operations, personnel, nets or any other data which affect the contents of this guide, or one of its annexes, will be reported to the cognizant assistant staff position for approval recommendations, then to the area director for approval, for incorporation of those changes in the guide.

CHAPTER NINE
GENERAL TOPICS

1. ASSOCIATE MEMBERSHIP.
The granting of associate membership has long been recognized as being inconsistent between areas. During the fall 1991 Region Directors' Conference, Chief MARS and all region directors agreed to follow the guidelines of NTP8(D) Draft, paragraph 340.a., and the spirit in which it was written. Clarification of the phrase "WHO, BECAUSE OF CIRCUMSTANCE, CANNOT MEET PARTICIPATION REQUIREMENTS FOR CONTINUED MEMBERSHIP." is to mean those members having severe medical conditions, serious illness (terminal) or moving into a retirement or assisted living facility that no longer allows them to participate. Those members unable to meet participation due to moving, changing of jobs, loss of job, etc., have other avenues available to them, i.e. leave of absence (LOA) or inactive status. There are award programs available to properly recognize our outstanding MARS members, without arbitrarily recommending associate membership.

These will include, but are not limited to, changes in net operating procedures, changes in net designators, and intensification of preparation for readiness as the “back-up” system in support of Federal, State and Local governmental emergency requirements for disciplined communication capabilities.

ANNEX C

NORTHEAST AREA EMERGENCY COMMUNICATIONS PLAN

1 PURPOSE.
This Emergency Communications Plan (ECP) provides guidelines for establishment of emergency communications facilities to support military and civilian agency activities in the event of and emergency as defined in NTP-8(C), Annex D. Both NTP 8(D) Draft, Annex D and the NORTHEAST AREA OPS GUIDE ANNEX C are subject to changes as directed by CHNAVMARCORMARS, and/or Northeast Area Director. All Northeast Area stations are to "pen and ink" these changes when directed by CHNAVMARCORMARS or the area director.

2. DEFINITION.
Emergency communications are defined as a sudden, generally unexpected occurrence or set of circumstances demanding an immediate system for sending and receiving messages. Emergencies are divided into four basic types as follows:

    a. Civil riot or uprising
    b. Natural disasters
    c. Hostile action

3. SCOPE.
This ECP is applicable to all NAVMARCORMARS stations within the Northeast Area.

4. POLICY.
It shall be the policy that NAVMARCORMARS will be utilized to support said activities until normal communications channel are restored with priority given to support of Navy-Marine Corps activities. Utilization of these resources must be requested by civilian or military authorities. A request for the utilization of these resources need not be outstanding. An ECP may be activated in preparation for use when an emergency situation develops.

5. ORGANIZATION.
Organization shall be per NTP 8(D) Draft and such other directives and instructions as promulgated by competent authority.

6 IMPLEMENTATION.
Execution of this ECP shall be as outlined in NTP 8(D) Draft, D710 and can be initiated by any NAVMARCORMARS member who becomes aware of an emergency situation. Implementation shall be initiated through the appropriate Chain of Command as defined in NTP 8(D) Draft and any other directives or instructions promulgated by competent authority. Implementation of the ECP shall extend the normal daily operation into a 24-hour operation, maintaining all procedures as established at the time of implementation.

    a. AUXILIARY RADIO TEAMS.
    State Directors are encouraged to form at least one Auxiliary Radio Team (ART) within their respective area. Mobile capabilities should be developed to the extent significant to the area concerned with a 50 to 100 mile operating radius as a minimum. NTP 8(D) Draft, D661 provides ART composition and equipment requirements. If an ART has been formulated, the following message format is suggested as a means of informing State Directors and his/her Assistant for ECOM of the team's operational readiness (OPREDREP).

NOTE: This message should be sent over an state net - NOT an area or region net. The state director or Assistant for ECOM should notify NNNĜASI or NNNĜASI ONE and NNNĜASI TWO on their ART status.

    b. STATION AUGMENTATION TEAMS.
    State Directors are encouraged to form Station Augmentation Teams (SAT) for Military Auspices, NAVAMRCORMARS RADSTAs, key affiliate stations, and for the area director's radio station (NAV ONE). SATs must be of sufficient mobility to operate any designated "emergency communications station" within their locality. NTP-8(C) delineates SAT composition and requirements. When SAT members are not operating their own equipment during an emergency, use of member equipment to augment the normal equipage of the "emergency communications station" is encouraged. The Commanding Officer or Officer-in-Charge of a Command/Activity sponsoring a Military Auspices NAVMARCORMARS RADSTA may request the establishment of a SAT to support the station. Such requests will be submitted to the area director or his/her assistant. All SATs must receive periodic familiarization training at the station they are designated to augment and with the operating procedures therein. When this plan is in effect, Commanding Officers or Officers-in-Charge of activities to which SATs are assigned are requested to issue invitational, NO COST to the government orders to the SAT members. This action is necessary to protect the volunteer NAVMARCORMARS member under workman's compensation and to establish the official nature of their presence in the area.

    c. INITIAL REQUEST.
    Initial requests for emergency communications on a local or state level should be made by the state assistant for ECOM via the state director to the area director or his/her assistant, with information to the NEA Assistant for ECOM (NNNĜASI TWO) and respective region director (NNNĜASx) and Assistant for ECOM Planning (NNNĜASx TWO). Individual members who become cognizant of an emergency condition or impending disaster should immediately initiate action to notify his/her state Assistant for ECOM and/or the state director of other competent authority. In the event none of the authorities designated can be contacted, the member shall activate an emergency net as prescribed in NTP 8(D) Draft, Annex D, and report per the proper article, while continuing efforts to contact designated authorities. The station activating an emergency net shall take firm control of the net and conduct directed net operations until relieved by higher authority or until the emergency has passed. All NAVMARCORMARS members will regard NECOS of an emergency net as possessing full authority of and acting for the State Assistant for ECOM or higher authority, until otherwise directed.

    d. ALERTING.
    It shall be the responsibility of each state director to develop an effective notification procedure to provide timely response to meet the mobilization requirements of an emergency situation. The following alerting conditions and actions required will apply:

    COMMUNICATIONS CONDITIONS
    (COMCON)
    COMCON III An emergency or disaster situation is expected to develop within 48 hours.      a. Alert NAVMARCORMARS stations to monitor primary frequencies to the extent feasible.
         b. Take preliminary precautions (i.e. test emergency power, locate essential items such as flashlight, the ECP, etc.
         c. Continue with normal routines commensurate with above items.
    COMCON II An emergency or disaster situation is anticipated within 24 hours.      a. Effect all measures necessary to activate on short notice.
         b. Curtail routine as necessary for readiness.
    COMCON I An emergency or disaster situation is imminent      a. Suspend all normal operations as warranted.      b. Activate emergency networks and ECP as necessary.
    COMCON Ø An emergency or disaster situation exists. Same as for COMCON I.

NOTE: As per NTP 8(D) Draft, D900, it is not necessary to activate a COMCON to submit an EEI report.

    e. CONCEPT OF OPERATION.
      (1) Verify station equipment capabilities by regular participation in scheduled traffic nets and planned exercises.
      (2) Check antenna systems and exterior station equipment semi-annually to ensure dependability.
      (3) Maintain a small stock of spare parts (i.e. tubes, batteries, fuses, etc) to ensure dependability.
      (4) Make provisions for obtaining emergency power. Test and operate generators once a month.
      (5) Familiarize yourself with the contents of your State and local ECP. Have them ready for ready reference.
      (6) List agencies and important phone numbers and keep them with your copy of the ECP.
      (7) Monitor PRIMARY frequencies used in your State.

    f. DURING THE EMERGENCY.

      (1) Follow the ECP for type of communications emergency involved, e.g. area, region, state or local, and the instructions of NECOS.
      (2) Maintain a speaker watch on active circuits.
      (3) Check into the net when NECOS opens the net for that purpose. DO NOT TUNE, TEST, or transmit without permission of the NECOS.
      (4) Accuracy is paramount in emergency situations; all other considerations are secondary.
      (5) Notify the NECOS if you must leave the net.
      (6) Maintain a log of messages sent, received and action taken.
      (7) Avoid any speculative comments, rumors, or statements.
      (8) Do NOT disclose information gained from military circuits, including NAVMARCORMARS circuits, except as authorized by your state Assistant for ECOM or higher authority.

    g. AFTER THE EMERGENCY.

      (1) Retain all logs for a minimum of three (3) years in your station files.
      (2) Report by letter to your state Assistant for ECOM all activities during the emergency.
      (3) Recommend to your state Assistant for ECOM any changes, improvements, or additions that you feel are needed to improve emergency operations.

NOTE: This applies to NNNĜASI TWO as well as Area staff.

    h. TERMINATION OF EMERGENCY SITUATION.

      (1) The phrase "SECURE FROM COMCON ZERO" transmitted by any means from designated authorized individuals (e.g. NNNĜASI or assistant, NNNĜASI TWO, cognizant state director, state Assistant for ECOM, NECOS, etc.) indicate the immediate discontinuance of emergency conditions. However, all message traffic in the system at the time of termination will be cleared prior to the closing of nets. This includes all EEI messages and SITREPs.
      (2) A message directing the reinstatement of emergency conditions may be originated by any NAVMARCORMARS station in the disaster location. Normally the state Assistant for ECOM or higher authority will initiate such action.

    i. PARTICIPATION CREDIT DURING EMERGENCIES.
    Time spent in actual disaster communications, including ECOM exercises, shall be reported in the summary report filed with the state director. Participation hours shall be credited at twice the rate of normal participation hours by the member.

    j. STATE EMERGENCY COMMUNICATIONS PLAN.
    A State Emergency Communications Plan (SECP)should:

      (1) Utilize existing networks, members, and resources to the maximum extent possible. Constant revision of SECP is necessary to incorporate new capabilities into the plan as they become available.
NOTE: All CHNAVMARCORMARS BCSTs pertaining to ECOM included.

    (2) Be flexible and provide alternatives for various situations. This plan should not be keyed to any one individual or situation.
    (3) Ensure that adequate support organization is developed prior to emergencies to allow effective alerting and operations over an extended period of time.
    (4) Include local plans. It is the local plan that can be effective in the first few hours of an emergency until a large organization can be brought into action.
    (5) Provide a means of support for three types of emergencies:

      (a) DISTANT EMERGENCY - One requiring relay, delivery and/or transmission of a volume of traffic in formal message form.
      (b) STATE EMERGENCY - One requiring a mixture of formal messages (written) and informal command or administrative traffic (verbal orders).
      (c) LOCAL EMERGENCY - One requiring mobile and portable units at the source handling little formal traffic and a high percentage of administrative command traffic.
7. REPORTS.

    a. IMPLEMENTATION REPORT.
    Upon implementing any portion of this ECOM Plan by a NAVMARCORMARS station, an IMPLEMENTATION report shall be drafted, with an OPERATIONAL IMMEDIATE precedence, and sent to the following:

    The state director or his/her designated representative will file a detailed report of the emergency activity within his/her state to the area director no later than five (5) days after the conclusion of such activity. Pertinent photographs and newspaper clippings (if available) are desired. Problems and recommended solutions will be included for use in similar future situations. The Assistant to the Director for Emergency Communications (NNNĜASI TWO) shall be an INFO addee on all reports. In every instance, try to be concise and to the point, but not so brief as to be incomprehensible. Reports facts only. If you must report opinions or estimates, do so with the indication that they are just that. DO NOT report rumors or hearsay. Under no circumstances should NAVMARCORMARS members endanger themselves to secure information or perform other tasks. Leave the job of gathering information, etc. to those who have been trained for that purpose. Remember, our primary mission is to communicate information rather than gather it.
8. SIMULATED EMERGENCIES OR EXERCISES.

All exercises shall be made known to the area director and his/her Assistant for Emergency Communications in advance of the actual exercise operation. State Emergency Communication Plans (SECP) will provide for such activities and tests as may be required to assure that all emergency capabilities in this plan are exercised regularly. Exercises outside of the State's regularly scheduled nets may be conducted upon requests made to the Area Director. The "Concept of Operations' for Emergency Communications exercises will use extreme care to identify all transmissions dealing with simulated conditions as 'EXERCISE' traffic.

    a. EMERGENCY EXERCISE REPORTS.
    Emergency Exercise reports shall be similar to reports required for an actual emergency except that 'MARS EXERCISE' or 'EXERCISE (CODEWORD)' shall appear on the first line after the message classification (UNCLAS) and following paragraph 1H in the text.

9. FREQUENCY ASSIGNMENTS.

    b. COMMON FREQUENCIES.
    Common frequencies (7382.5 KHz Primary, 14385.Ĝ and 4Ĝ42.5 KHz Secondary) are designated as National ECOM frequencies. In the event of activation of a northeast Area ECOM net, NECOS shall designate a station to guard one or more of these frequencies. NECOS shall be responsible for assigning member stations to guard other frequencies as may be required. Stations guarding frequencies other than the primary shall report activity on their guard frequency to the Primary NECOS at least once per hour. All stations including the RDS traffic rep will operate on the primary frequency in order to receive and deliver the IMPLEMENTATION report. Following the IMPLEMENTATION report, the Traffic Rep shall secure his/her station in order to submit that report on the ADS system. NECOS may utilize any Area frequency as propagation conditions or interference requires. The main purpose of the Area primary frequency will be to handle administrative traffic. The main purpose of the Area Traffic frequency will be to accept health and welfare traffic to relay via AMTOR/PACTOR to the ADN system. VHF frequencies should be used for local communications at the disaster site in so far as practical. State directors are encouraged to establish repeater sites within their jurisdictions. These can include portable as well as a linked repeater system. Silence should be observed on the primary and secondary frequency(ies) for five minutes at the quarter and third-quarter hour to listen for weak stations.

10. TRI SERVICE SUPPORT FOR DOD.

NAVMARCORMARS members have been tasked to provide Essential Elements of Information (EEI) messages to DOD via Chief, NAVMARCORMARS. These reports will specifically relate to emergency situations, usually of local nature, that may or may not warrant the setting of an emergency communication condition as described above. EEI reports are NOT substitutes for the reports required during a COMCON condition.

    c. METHOD OF SUBMISSION.
    The following is the procedure for submitting EEI reports both by e-mail and message format (via WL2K) (refer CHNAVMARCORMARS BCST 09/08). Submit the EEI messages by e-mail to the following addresses:

    If your e-mail program has the ability to mark the message URGENT or HIGHEST PRIORITY, do so. The e-mail subject line should begin with '//MARS O/ACTUAL EEI'(per CHBCST 09/08).

    Complete the text of the message beginning with paragraph 1A through 1H as done when submitting the EEI report via the MDS. Send the EEI message as prepared above via e-mail. Submit the EEI message via WL2K. E-mail forwarding may be done by any station relaying the message prior to entry into WL2K. The station submitting the message via e-mail should follow ALL the procedures listed above.

11. NATURAL DISASTER PLAN.

Each year, the Northeast Area experiences natural disasters during its twelve months, e.g. severe snow storms, hurricanes, major flooding, etc. There may be times when only one state within the area is affected by a natural disaster. In this case it is the responsibility of the state director or his/her ECOM Assistant to activate COMCON in order to establish their ECOM net within their state jurisdiction. (Ref: ANNEX C Paragraph 6d ALERTING.) Adjacent states may be called upon to assist due to wide spread of natural disaster and/or the lack of manpower to provide the necessary communications. If in the judgment of the Area Director or his/her ECOM Assistant it becomes necessary to activate the entire Area, this will be done but only if the natural disaster is a wide spread moving natural disaster, e.g. hurricanes, Nor'easters, etc. Should COMCON ZERO be established for an actual event of any natural disaster by NECOS in his/her respective state, adjacent states within the Northeast Area shall make every effort to assist state(s) affected by natural disaster. This may be in the movement of EEI traffic into the MDS, assisting as ANECOS, etc. Remember, TEAMWORK is what makes it possible for NAVMARCORMARS to be professional communicators in the primary mission of NAVMARCORMARS, which is ECOM support. During many natural disasters, e-mail access may not be possible due the loss of phone service (dial-up) and cable TV (cable modem). Therefore, be prepared to submit EEI reports either via digital mode or SSB, as well as FM mode.

ANNEX D
WinLink 2000 SYSTEM (WL2K)

1. PURPOSE.

The purpose of Annex D is to establish guidelines for the operation and administration of the WinLink (WL2K) System in Northeast Area. Effective 01 September 2008, the MDS (MARS DATA SYSTEM) is no longer operational. All record traffic not passed on local nets will be sent via WL2K. Information on WL2K can be found on the NAVMARCORMARS National website, WL2K INFO.

2. CONCEPT.

The WL2K provides a system for expeditious handling of message traffic based on the most recent electronic digital protocols available.

3. BASIC PRINCIPLES.

    a. MARS provides an emergency communication system as an adjunct to normal naval communications. The system must always be ready to meet the requirements within its available resources and be compatible with the Naval Communication System. To do this, methods, procedures and training must be adequate and capable of shifting to an emergency status without change. The IDN, NDN and ADN stations of the MDS, more so than any other stations in MARS, must be guided by certain basic principles that have been proven through years of naval communications. Foremost among these is reliability, then security and speed.

    b. Communications reliability is always the first requirement. To ensure that we maintain the ability to deliver a message exactly as the originator meant, it is necessary to utilize all available means of delivery, as often as possible, preserving all sub-system networks at their highest level of accuracy. To facilitate rapid handling of message traffic, we must use prescribed procedures and maintain established circuit networks. Reliability will be sacrificed if we rely solely on automated delivery and neglect the circuits that supply the most training for the majority of our membership.

4. WL2K AREA MARS SYSTEM GUIDELINES.

    a. Northeast Area Traffic Handling Guidelines.
      (1) All traffic will be processed through State Traffic Nets. This means no traffic will be removed from a MBO and delivered to the addee without first being passed on a State Net.
      (2) The removal of traffic from a MBO does not mean that it has been rogered for. It is guarded for at this time; the actual roger for a piece of traffic is on a State Traffic Net.
      (3) NTP8(C) establishes the operation goals for traffic delivery. Routine in 6 hours or next working day which would not preclude it being brought to an State Traffic Net. The only exception is for traffic of Priority or higher precedence where the traffic rep may pass the traffic by whatever means available to meet the guidelines established by the NTP8(C).
      (4) Traffic that is not rogered for on a State Net can be held for a maximum of 24 hours before looking for alternate means of delivery. In no case should traffic be held in excess of 24 hours. There are many ways to deliver traffic, collect phone call, mail or telephone at your expense, re-file into amateur system or as a last resort service it back to the originator as non-deliverable.
    b. The foloowing information for Traffic Reps is from the CHNAVMARCORMARS INFO BCST 13/08 using Virginia as the example:
      (1) First, set up Airmail 2000 for your personal MARS based on the procedures listed at navymars.org under the WL2K INFO tab. Label this program's shortcut with your MARS call sign.
      (2) Next set up a separate Airmail 2000 program for your State call sign, in this example, NNN3CB.
      (3) To pick up traffic for Virginia, NNN3CB, shut down Airmail for your personal call sign and open the Airmail for your State's traffic.
      (4) Select the HF Terminal, the Radio Message Server (RMS), and frequency.
      (5) Initiate the call when the channel is clear.
      (6) You should connect with the RMS and any traffic will be automatically be downloaded toyour computer.
      (7) When finished downloading, the messages will be deleted from the entire WL2K System
5. AREA COLLECTIVE CALL SIGNS.

The block of call signs NNN0DUA through NNN0DUZ has been made available to the Northeast Area to be assigned by the area director solely at his/her discretion. The current assignments and authorized users are listed below (SDir = State Director):

      6. XMT LINE:- 'XMT', Callsign(s) of stations included in collective address designators in the "TO or "INFO" lines who are not to receive a copy of this message.

      9. SUBJECT LINE:- 'SUBJ' followed by a short subject describing the contents of the message.

      10. REFERENCES: - A list of references referred to in the message. These are listed preceded by "A" for the first reference, "B" for the second reference, etc.

      11. MESSAGE TEXT: - Up to 100 lines of message text. If the message exceeds 100 lines, it must be split into two or more messages.

NOTE: ZEN/ (In front of any call sign indicates the message was or will be delivered to this addressee / station by other means).

    EXAMPLE: ZEN/NNN0ASI PA

    c. Sending and receiving traffic.

      1. Tune to the frequency (tune your antenna off the air)
      2. If sending to a PRMS (RADIO MESSAGE STATION), check for a clear channel (only one station can send to a RMS at a time).
      3. Issue the "connect" command to connect to the RMS.
      4. Once connected the RMS will print a sign-on message and then the command prompt (a line ending with the "Greater Than" symbol in Packet or Pactor.
      5. Transmit the "send" command
      6. The BBS will next prompt you to send the message text. Send the message starting with the routing line (Send prepared file).
      7. When the message text has been sent by by Pactor/Packet, type "CTRL-Z", "ZZZZ" or "/EX" (Pactor/Packet) on a line by itself.
      8. You may now enter any other command or logoff by typing "B" and pressing "ENTER".

8. HIGH PRECEDENCE TRAFFIC

    a. Use of the 'SZ', 'SY' and 'SX' SEND commands for high precedence traffic will ensure that these messages are forwarded ahead of all messages of lower precedence. High precedence messages should be formatted for entry into the RMS as a regular message with the following changes.

      1. There are four precedence recognized by NAVMARCORMARS:

        FLASH                                            PROSIGN - Z
        OPERATIONAL IMMEDIATE             PROSIGN -O
        PRIORITY                                        PROSIGN - P
        ROUTINE                                         PROSIGN - R

      2. The date-time group line is made up of the precedence prosign and the date-time group. For example: a priority message would be P 021234Z JAN 96
      3. The rest of the message is formatted like any other message entered into the system.

9. DUAL PRECEDENCE TRAFFIC.

There is also the possibility that the message could be of dual precedence. The dual precedence indicates that the message is to be delivered at the higher precedence to ACTION addees and at the lower precedence to the INFO addees. For example, a message sent to NNN0ASI, INFO NNN0ASA, to be delivered as a priority message to NNN0ASI, but only as a routine message to NNN0ASA, would be formatted as follows:

    a. The routing line is made up of the prosign of the higher precedence of the message repeated twice and the routing indicators, as explained above. In this case, example: NOASA NOASI
    b. The highest precedence of the message will determine which SEND command will be used when entering the message into a message switch (BBS / MBO). They are

      'SZ' - FOR FLASH TRAFFIC
      'SY' - FOR OPERATIONAL IMMEDIATE TRAFFIC
      'SX' - FOR PRIORITY TRAFFIC
      'ST' - FOR ROUTINE TRAFFIC

ANNEX E
ABBREVIATED TEXTS

1. GENERAL.

    a. Abbreviated texts are established to facilitate the transmission of messages of a standard text. There are two types of abbreviated texts authorized for use within Navy-Marine Corps MARS. They are: Navy-Marine Corps MARS Abbreviated Texts (NMAT) and American Radio Relay League (ARRL) Numbered Radiograms (ARL Number).

    b. The use of abbreviated text numbers is encouraged. When using an abbreviated text, members are cautioned to ensure correct transposition. Abbreviated texts shall always be transposed to the proper meaning prior to delivery to addressees.

2. NAVY-MARINE CORPS ABREVIATED TEXTS.

    a. Navy-Marine Corps MARS Abbreviated Texts (NMAT) are listed below. NMAT shall not be filed into Army or Air Force MARS circuits or into Amateur Radio Networks since NMAT abbreviated text meanings are not widely disseminated.

    b. Requests for the establishment of an NMAT shall be submitted via Chain of Command to Chief, Navy-Marine Corps MARS with sufficient justification.
