  About the NMO Grades and Training Courses

It's been said many times that learning never ends.  Basic Procedures Training was your introduction to the MARS program.  Your recognition for completing the new member training requirements is your appointment as a regular member in Navy-Marine Corps MARS.  

The Navy MARS Operator, or NMO, grades are NMO3 (third class) through NMOMC (master chief).  They constitute another form of recognition for MARS operators who complete specific requirements.  These NMO grades carry no specific responsibilities or authority.  They serve as benchmarks to your dedication, hard work, and sincerity in the MARS program.  They reflect a commitment to on-going personal improvement.  As with any training, the greatest reward is the personal satisfaction you get from completing the course and the increased knowledge gained.

The NMO3 grade uses assignments from the NAVEDTRA courses covering basic communications issues.  NMO2 thru NMOC uses the NEETS courses (Naval Electricity and Electronics Training Series).

The training courses for NMO grades can be taken in any order, but it is recommended you take them in the order required.  That is, complete NMO3 assignments before NMO2 and so on.  You may be tempted to jump right to some of the more advanced courses.  However, you must satisfactorily complete the NMO3 assignments before applying for NMO3 designation.  

You will need to meet the requirements and be designated NMO3 for the required time before you can apply for NMO2; and so on through NMO1 NMOC, NMOSC, and NMOMC.  Even those with a great deal of experience will gain something from these courses.

Attaining NMO Senior Chief and Master Chief each qualify the member for a special MARS call sign that reflects these accomplishments.

Refer to NTP-8 (D) chapter 4 paras 410 thru 416 for detailed information on eligibility and requirements for the NMO grades.  


  Trial Service members
Review NTP-8 (D) Chapter 4, para 410-411

Tango members are not eligible to take the NMO courses.  To apply for designation as NMO3 a member must be a full member for 6 months (trial service time does not count).  However, you do not have to wait for 6 months from end of trial service to begin any of these other courses.  You may begin, submit assignments, and receive grades on courses any time after successful completion of your trial service and your appointment as a regular member.

Review NTP-8 Chapter 4. paragraph 410 ff. for specific details about the requirements for grades of NMO Three and above.  Note that Trial Service period does not qualify when calculating MARS service time for these grades.

NMO3 uses course material from the NAVEDTRA series.  NMO2 and above use NEETS courses.  

  Availability:
The entire set of course assignments are available two ways

1. NMO Courses On the Web.  This is the preferred way.
Review the information under "Intro to NMO grades & training requirements" below and in NTP-8 (D) chapter 4 paras 410 thru 416 so you are familiar with all the requirements for the NMO grade for which you want to apply.  

To begin or resume the NMO course materials via the web site, click here.  Follow all the directions.  Submit all test answer sheets for all NMO course work to your Area Four for grading.  (Some areas may have designated this responsibility to the Area Director or Area ONE).  State and region training staff do not grade NMO course work, but if you have questions you should first address them to your state FOUR or state director.

2.  NMO Courses on a CD-ROM disc. If a member does not have internet access, but does have access to a computer with a CD-ROM drive, or if the member's computer or internet access is too slow, he or she can obtain it on CD-ROM disk.  Here's how to order:



   Any member who has completed the trial service (Tango) period and been accepted as a regular member is eligible to take the NMO series;



   submit an official request for the NMO courses on CD-ROM via your state director.  The request must include your name, personal MARS call sign, state and full mailing address.  It is recommended you submit your request via e-mail for fastest action.  You may submit a message, but your personal information may be visible to others.  Sending the request by USPS letter is discouraged due to the time involved and extra work and expense for staff;



   your state director will attach his/her endorsement and forward the request to the area director;



   your area director adds an endorsement and forwards to Chief MARS;



   Chief MARS will mail the CD directly to you.

NOTE:  Your region director is not in your chain of command for administrative purposes.  Neither is your state, region, or area training staff (FOUR) are in your chain of command.  As such these are not included in the via chain, however you may info these staff as appropriate.  It is recommended you info your area four since he or she will be the one most likely person grading your tests.

The CD contains all course materials for all NMO grades.  The member is permitted to keep the course material and shall not be required to turn it in.  

  Members are cautioned not to share their answer sheets with anyone except as authorized, such as for grading.

Only the member and the area FOUR, area deputy director (ASx ONE), or area director are authorized to possess a copy of any member's answer sheets for these courses, or the answer keys.  Of course, Chief MARS, and the Assistant to Chief MARS for Training are authorized.  

Navy-Marine Corps MARS members, do not send answer sheets to Chief MARS or the Assistant to Chief MARS for Training unless instructed to do so by competent authority.

 Once an answer sheet has been graded it will not be returned to the member as that would be equal to releasing the answer key.

  Participation credit

You will need to file a PARTREPOTHER report to receive credit for any correspondence course work.  You must satisfactorily complete each assignment (receive a passing grade on the test) before submitting participation credit.  In the past participation credit was based solely on the reserve retitement points authorized for each course regardless of actual amount of time spent on the course.  Chief MARS has determined that members may take participation credit for actual time spent studying and taking the tests, provided you keep track of actual time and round the final figure to the next whole hour.  Do not report fractions of an hour, make it a whole hour, the same as is done for net participation.

  Completing the Assignments

Please use only the Test Answer Sheet shown on this web site.


Be sure you include your name, MARS call sign and state designator, the course title, AND the assignment on each answer sheet.  For example:

This provides an overview of the NMO program and the requirements for each of the NMO grades.  Note that members who complete NMOSC and MC are entitled to special MARS call signs that denote their achievements.


  Grading:

Please Read this Entire Section Carefully.

The following insructions for grading apply to Navy-Marine Corps MARS members.  Members of Army and AF MARS send your answer sheets to Chief, NAVMARCORMARS.  E-mail is the preferred method. nnn0asa@navymars.org.

Completed answer sheets for all NAVEDTRA and NEETS courses for the NMO grades normally go to your Area FOUR for grading.  If there is no Area FOUR check with your chain of command for the policy in your area.  DO NOT send test answer sheets to state or region staff, that includes state or region director.  

Upon satisfactory completion of  each assignment the area FOUR will send the student a letter of completion (see notes below) listing the course(s) and assignment(s) satisfactorily completed and the grade for each.  

The area four should also send a message to the member's state director informing him that the member has satisfactorily completed the listed assignments.  There is no need to notify the state director of unsatisfactory completion.  

Member notification of satisfactory completion of assignments may be by message, but should be followed up with a letter containing MARS letterhead and sent either by US Mail or e-mail (see notes below).  If via message or e-mail info the appropriate State Director and State Four.

Regardless how a member is notified, it is the member's responsibility to forward a copy of that notification of satisfactory completion to their state director.  If the state director does not have a copy in the member's file he or she can not recommend the member for NMO advancement.  Satisfactory completion of assignements designated "optional" need not be recorded with the state director, but it's a good idea to have it in your file.

If a member's answer sheet falls below a passing grade, and is thus unsatisfactory, the member shall be notified either by US Mail or e-mail.  This shall not be sent via message.  State Director and State Four normally do not need to be notified.

 Once an answer sheet has been graded it will not be returned to the member as that would be equal to releasing the answer key.

Only the area director, area four, area one, NNN0ASN, and Chief MARS are authorized to possess answer keys or to grade NMO course assignments.  DO NOT send answer sheets to either NNN0ASN or Chief MARS unless specifically directed to do so.

Only Chief MARS is authorized to delegate NMO course grading responsibility to any other staff or member.

NMO course answer keys are considered controlled documents.  The Area Director is responsible to maintain security and control over all answer keys, member's answer sheets, and related materials.



At no time should information regarding unsat completion of any course or assignment be transmitted or conveyed in any manner that would expose the information to any but those who have a need and a right to know.

It is recommended that each area director establish guidelines for members to satisfactorily complete training courses.

If a member continues to submit answer sheets for additional assignments when he or she has not corrected an unsat score on a previous assignment, the area FOUR should notify the area director.  The area director may authorize termination of the member's participation in further course work until the unsat assignment is rectified and a satisfactory score is obtained.

  It is the member's responsibility
 to forward a copy of each letter of satisfactory completion to their State Director to be added to their personnel file.  

Satisfactory completion
of a set of courses does not automatically submit the member for advancement to the respective NMO grade.  The set of courses for any NMO grade are only part of the requirements for advancement to that grade.  Each member is responsible to review the relevant parts of NTP-8 chapter 3 to determine if they have met the requirements.  A member then needs to submit a request via their state director for designation to an NMO grade.

There is no preset limit
to the number of times a member can resubmit an assignment for grading.  However, if a member repeatedly fails to satisfactorily pass an assignment the Area Four may, at his/her discretion, report that to the Area Director and the member's State Director for their follow up.  Guidance in this regard should be established by the Area Director.

Area directors may require a member to rectify an unsatisfactory score on an assignment before allowing them to proceed with additional course work.  This should be handled on a case by case basis.

You must pass each training assignment with a 3.4 or better.

  NMO3
NMO3 training course material is from the Systems Technician Training Series modules.  Study the indicated chapter then complete the assignment associated with that chapter and submit the answer sheet to your Area Four.

NMO3 Participation credit.  File a PARTREPOTHER report for the time you spend on these assignments.  A total of 8 hours participation credit is authorized for the NMO3 assignments.  You must complete all 5 assignments before filing participation credit  for the NMO3 assignments.  File the credit for the month in which you complete the training.  Contact your State FOUR if you have questions.

  Important info on NMO 3:

A. NAVY MARS OPERATOR 3RD CLASS (NMO3) 14226 ASSIGNMENT TWO
B. 14226 CHAPTERS 3 AND FF
C. 14226 CHAPTER TWO

Many questions in Ref A. above do not apply to MARS operations .  The related
training material, Ref B above. will not be made available.

Only questions 2-1 through 2-25 are to be answered.  The study material for those
is found in Ref C.

Questions 2-26 through 2-62 will not be graded.

Only the above designated assignments are available.  Additional course materials in the NAVEDTRA series are not available to members at this time.  Should a member have access to these materials by other means, they can not be graded by MARS.

  NMO2
NMO2 training course material is from the Navy Electricity and Electronics Training Series (NEETS), modules 1 through 5, all chapters and assignments. (Important!! see "notes" below)

NMO2 Participation credit. 
File a PARTREPOTHER report for the time you spend on these assignments. Each module has retirement points associated with it.  You are authorized 1 hour of participation credit for each retirement point.  You must receive a passing score from your Area Four on each assignment before filing a participation credit report.  File the credit for the month in which you receive the passing score.
Contact your State Four if you have questions.

NOTE:  NEETS Module 3, assignment 2 may contain an error in figure 2-d. 
This figure should be a circuit distribution diagram.  If it contains a series of sine wave patterns, use figure 2-23 in the chapter to answer questions 2-60 through 2-62 instead of figure 2-d if the diagram in the assignment is incorrect.

  NMO1

NMO1 Participation credit.

Each module has retirement points associated with it.  You are authorized to take 1 hour of participation time for each retirement point.  You must complete a module before filing for participation credit.  File the credit for the month in which you complete the training item.

Ignore any Information on Enrollment Procedures that may be listed on these sites.  Contact your Region Four if you have questions.

  NMOC

Each module has retirement points associated with it.  You are authorized to take 1 hour of participation time for each retirement point.  You must complete a module before filing for participation credit.  File the credit for the month in which you complete the training item.  Contact your State Four if you have questions.

  NMOSC & NMOMC
There are no course requirements for NMO Senior and Master Chief.  
Review NTP-8 Chapter 4, para 415 and 416 respectively for advancement to NMOSC and NMOMC.

  Notes 
NMO 3 has limits on the assignment.  If you haven't already, be sure to read Important Information Regarding NMO3 Course
It will save you a lot of time and frustration.

NEETS Module 3, assignment 2 may contain an error in figure 2-d.  This figure should be a circuit distribution diagram.  If it contains a series of sine wave patterns, use figure 2-23 in the chapter to answer questions 2-60 through 2-62 instead of figure 2-d if the diagram in the assignment is incorrect.

Staff: Member's Letters of completion may be sent via US Mail or as an attachment to an e-mail.  They should be written on paper (or electronic file) that includes a Navy-Marine Corps MARS letterhead.
