Your first source for training information is your state FOUR or state director,  and this,
the National NMC MARS Training web site.



It is a common mistake to believe assistants to directors (State, Region, or Area staff) make policy.  They do not, nor are they authorized to change policy.  Their job is to relay the wishes of their respective director, consistent with policy from higher authority.  Assistants to directors are authorized to interpret policy, based on solid references, not guess work.

Director's assistants are not in a member's chain of command and do not have authority over members.

Director's assistants are authorized to interpret policy within the scope of their specialty.  This may seem like a fine line. 

Think of it this way.  If a director makes a change in how something is to be done (and it doesn't conflict with higher authority) that is making policy. 

The assistants to directors do not make policy, but they often do make recommendations to directors for new policy, or policy changes.

I mention this here so that members will understand that chain of command means:
  • your State Director,
  • to Region Director (if operational, personnel matters skip region Dir.),
  • to Area Director,
  • to Chief MARS
(it doesn't always need to go that high.  Only as high as necessary to get a response.)

Respective staff for whom the issue might be a concern should be cc-ed (INFO addee), but they do not attach endorsements.  Only directors do.

Region staff who are unable to contact their area FOUR, or the position is currently vacant, contact your Region Director, Area Deputy Director, or Area Director.

In some cases State and Region staff share training responsibilities with each other and are seen as interchangable.  This is not a violation of MARS policy.  In such cases any member may go to any one of these staff within their own Region.

Area FOURs: forward questions, comments, and suggestions to Assistant to Chief MARS for Training ( NNN0ASN ) as necessary and appropriate.


                 
Always seek the lowest echelon from whom a response can be expected.


Training and procedural questions should always be posed first to the member's state FOUR, State Director, or in some cases if authorized, direct to the Region FOUR.  In the case of a Tango member, he or she should contact their Elmer first.

Members may also contact their state director at any time, however the State Director appoints training staff for a reason.

If a member believes there is an error on the National training web site, or in any of the course or test materials should report this to their respective State FOUR or State Director.  State staff who can not resolve the concern should forward to their Region FOUR. Region Staff should forward to Area FOUR, and Area FOUR or Area Director to this office.
